In the Netherlands, lotsteries were widespread in the 17th century. King Francis I of France organized a lottery in his kingdom in 1539. His Loterie Royale was a big flop, but it was one of the first lotteries ever to be legalized in France. It was authorized by an edict of Chateaurenard.

A number of private lotteries were organized to raise money for the Virginia Company of London. This company supported settlement in America at Jamestown. Many of these lotteries were organized by brokers who hired agents to sell their tickets.
